Russia, together with ORDLO, wants to unite the temporarily occupied territories of Ukraine into a new federal district.
This was reported to Medusa by three sources in the Kremlin.
“The district may appear after the fact that referendums will be held in these territories before coming to Russia. There will be no coming to the present districts in Ukrainian territory, ”said one of the spokesmen.
According to Medusa sources, Borys Rapoport, Deputy Head of the State Council’s Department for Support of State Affairs Affairs, is creating the district. He already worked in Donbass in 2014 – he held the position of Deputy Head of the Department for Socio-Economic Cooperation with the CIS countries. Vladislav Surkov was in charge of the Kremlin from the Kremlin at the time. Rapoport also worked with Surkov in the mid-2000s. At the time, Surkov was deputy chairman of the AP, and Rapoport was deputy chairman of the Kremlin’s regional policy department.
According to Medusa’s interlocutors, Rapoport is currently recruiting for the ORDLO administrations, as well as in the occupied territories of Kherson and Zaporizhia oblasts.
Two dates for «referendums» on the annexation of these territories are currently being discussed. They can take place in mid-July, «if the situation at the front allows» or September 11 – the day of the gubernatorial election in Russia.
The occupiers are trying to force Ukrainians to obtain a Russian passport through torture or money. They also want to conduct a «census» of the population in the Kherson region. They plan to do this, as they did in the temporarily occupied Crimea in 2014.
