The legalisation of PMCs is promoted by the HUR — commander of the «Order of Santiago»

Due to the lack of military resources, new methods to attract them need to be explored. Private military companies (PMCs) offer a more flexible mechanism that allows for the recruitment of skilled specialists on favorable terms.

Ihor Lutsenko, the commander of the Order of Santiago drone strike company, discussed the risks and consequences of creating a PMC on Hromadske Radio.

PMCs are a more flexible mechanism that can attract skilled specialists. These include foreign soldiers and domestic experts who have been discharged for various reasons. These individuals may find this type of initiative appealing.

Lutsenko notes that there is currently a large market of civilians who could become military personnel. They may be discouraged by bureaucratic red tape and other obstacles. He believes that private military companies could be more effective in this regard.

«The Kursk operation serves as an advertisement for us.«

According to the expert, PMCs should be subordinate to the command structure, but an effective chain of command still needs to be established. Additionally, foundations and organizations that obtain PMC status could bypass bureaucratic hurdles and focus on personnel issues.

At the same time, it is crucial to document all the risks and policies related to the creation of PMCs.

«This will be a game changer. The Ukrainian paper army is detrimental to our military efforts. Once we eliminate the bureaucracy, we will be able to fight more effectively.«

Lutsenko also points out that the idea of legalizing the creation of PMCs is gaining traction among the military and government:

«Currently, the idea of PMCs as a solution to military challenges is being promoted by the Defence Intelligence of Ukraine. This has led to discussions among various ministries. A serious draft law on international military companies is under consideration, aiming to regulate specific issues in this area. Several agencies have already responded to it.«
