The Ministry of Health has approved the council for the restoration of Okhmatdyt
The Ministry of Health has finally formed a personal Council for the restoration of Okhmatdyt. It was approved by the relevant orders of the Ministry.
This was announced by Minister Viktor Lyashko.
The Council consists of 15 representatives, including one representative of the Ministry of Health and Okhmatdyt:
- Jaco Silje, Resident Representative of the United Nations Development Programme in Ukraine;
- Donatas Butkus, Minister-Counsellor of the Embassy of the Republic of Lithuania in Ukraine;
- Ihor Katsitadze, Health Specialist, United Nations Children’s Fund (UNICEF) in Ukraine;
- Volodymyr Kudrytskyi, Chairman of the Board of the National Energy Company Ukrenergo;
- Nazar Kupybida, Member of the Board of Directors, Vice President for Finance of Concern GALNAFTOGAZ JSC;
- Yulia Vysotska, Director of PJSC ‘Research and Production Association “PRACTIKA”; Yevhen Honchar, Head of the Policy Formation
- Unit for the Medical Guarantees and Medical Services Programme, Department of Medical Services, Ministry of Health of Ukraine;
- Olena Larina, Leading Internal Control Specialist at Okhmatdyt;
- Vyacheslav Bykov, Member of the Board, Executive Director of the Charitable Foundation ‘Tabletochki’;
- Oleksandr Sushko, Executive Director of the International Renaissance Foundation;
- Inna Ivanenko, Executive Director of the CF ‘Patients of Ukraine’;
- Taras Lilyk, Deputy Chairman of the Board of Directors for Expert Organisations of the Confederation of Builders of Ukraine;
- Svitlana Reva, Vice-President of the Interstate Guild of Consultant Engineers;
- Maryna Mamenko, Head of the Board of the Ukrainian Academy of Paediatric Specialties;
- Natalia Onipko, President and Founder of the Charitable Foundation ‘Zaporuka’.
The Ministry of Health said that on August 20 the Council will meet in full. Its members will consider a phased plan to restore Okhmatdyt.
Restoration of Okhmatdyt
On the morning of 8 July 2024, Russians launched a massive missile attack on Kyiv. In particular, the Okhmatdyt children’s hospital in the city centre came under enemy fire.
On 22 July, the Okhmatdyt – Healthy Childhood Charitable Foundation announced the winner of a tender for urgent repairs to the hospital’s facade and interior. The winner was a little-known Zaporizhzhia-based company, Bud-Technology, which submitted one of the most expensive bids at UAH 307.45 million (excluding VAT).
In addition, Prozorro launched tenders for technical supervision of construction works worth UAH 5.2 million and for engineering and consulting services worth UAH 9.3 million. The head of the Ministry assured that no contracts would be signed for all these tenders.
Following the scandal, on 2 August, the Ministry of Health announced a new tender on Prozzoro, and on 5 August, the Ministry cancelled related tenders for the reconstruction of Okhmatdyt.
