Denys Shmyhal stated that during the first 9 months of 2024, more than UAH 2.3 trillion was spent from the general fund of the state budget. Of this amount, 58% was allocated for the military.

This was announced by Prime Minister during a Cabinet of Ministers meeting:

«Over the first 9 months of this year, the general fund of the state budget received more than UAH 1.5 trillion… At the same time, we spent more than UAH 2.3 trillion from the general fund of the state budget. About 58% of this was allocated to the military.»

Shmyhal emphasized that all branches of government must focus on finding additional resources to cover military spending in 2025:

«These decisions are essential. It’s about the survival of the state, our ability to resist the aggressor, to endure, to win, and to achieve a just peace.»

According to Shmyhal, one of the key sources of Ukraine’s financial sustainability is revenue from exports:

«In 2022 and the first half of 2023, logistics was one of the main economic challenges for the country. Today, we can say that, as much as possible under the conditions of a full-scale war, this challenge has been overcome. From January to September 2024, Ukraine exported almost 100 million tonnes. This is 36% more than last year. In other words, we exported as much in 9 months as we did in the entire previous year. In monetary terms, this amounts to $28.9 billion.»

As a remider, the agreement for the transit of Russian gas through Ukraine will not be extended. This will be done despite the «acute dependence» of some countries on Russian resources. This statement was made by Ukrainian Prime Minister Denys Shmyhal during a joint press conference with his Slovak counterpart.

Ukraine has called on all European nations to fully stop using Russian oil and gas. However, as Shmyhal noted, Kyiv recognizes the «acute dependence» of certain countries, including Slovakia, on Russian energy supplies.

At the same time, Ukraine aims to supply gas to Europe from other sources and is prepared to meet its international obligations, particularly under the Association Agreement with the EU.
