Strike on Poltava district: kindergarten, school and clinic damaged, there are children among the victims

More than 20 people, including three children, were injured due to a rocket attack by Russian occupiers on the Poltava district. Both residential buildings and social infrastructure facilities, including a kindergarten, school, and clinic, were damaged.

This was reported on Hromadske Radio by the editor-in-chief of Poltava Opinion, Diana Strashko.

She confirmed the information about 22 people injured as a result of the rocket attack on the Poltava district on the afternoon of June 17. Among the injured are three children; eight people were hospitalized, including one child. One victim is in intensive care.

«After the impact, a fire broke out over an area of 100 square meters. The strike mostly hit garages, but 12 residential apartment buildings, including dormitories, as well as humanitarian infrastructure, such as a kindergarten, school, and clinic, were also damaged. The head of the town, Yekaterina Yashchikova, said that after the air raid alert was announced, the children immediately went down to the shelters in both the kindergarten and the school camp», — said Diana Strashko.

According to her, more than 500 people have already registered to receive certificates for further assistance from the state and the city.

«The Russian strike also damaged the power grid, leaving 53,000 household consumers and more than 2,000 legal entities without electricity until nightfall. After midnight, the head of the Poltava regional power administration announced that power supply had been restored», — the journalist said.

She specified that one wing of the kindergarten was damaged. The other wing of the building is functioning, and all children are accommodated there.

Occupiers lose another 1200 over 24 hours

As of the morning of 18 June, the losses of Russian troops and their mercenaries in Ukraine amounted to about 528,620. Over the past day, Ukrainian defenders put out of action at least 1,230 Russian occupiers.

EU Council extends sanctions over Russian occupation of Crimea

The Council of the European Union has decided to extend until June 23 next year the sanctions imposed in response to Russia’s occupation of Ukrainian Crimea and the city of Sevastopol.

This was reported by the press service of the EU Council on June 17.

The restrictive measures, first introduced in June 2014, include a ban on imports into the EU of goods originating in the illegally annexed Crimea or Sevastopol. Additionally, the sanctions encompass restrictions on infrastructure or financial investments, tourism services, and the export of certain goods and technologies to Crimean companies or for use in the illegally annexed Crimea in sectors such as transport, telecommunications, and energy. The measures also apply to activities related to the search, exploration, and production of oil, gas, and mineral resources.

Earlier reports indicated that European Union countries had faced challenges in reaching consensus on another package of sanctions against Russia, with Germany cited for reservations. German Chancellor Olaf Scholz clarified that Germany is not blocking the new sanctions but is working to ensure their effectiveness.

Syrskyi explained why the occupiers are increasing the intensity of hostilities

The Russian occupiers are increasing the intensity of hostilities and expanding their operational areas, recognizing that the supply of weapons and military equipment from Ukraine’s partners will strengthen the capabilities of the Defense Forces.

This was stated by Colonel General Oleksandr Syrskyi, the Commander-in-Chief of the Armed Forces of Ukraine.

«The enemy is well aware that as a result of the gradual receipt of a significant amount of weapons and military equipment from our partners, including the arrival of the first F-16s which will strengthen our air defense, time will play in our favor, and their chances of success will decrease.

Therefore, the command of the Russian troops is now making every effort to increase the intensity and expand the geography of hostilities to maximize the depletion of our troops, disrupt the training of reserves, and prevent the transition to active offensive actions», — he wrote on Facebook.

The Chief of Staff stated that he has been working on the Eastern Front for almost a week with various units holding the line in the most critical areas.

According to him, the nature of the enemy’s actions has not changed significantly. On the Kupyansk, Pokrovsk, Kurakhove, and Vremivsk operational directions, the enemy is conducting active offensive actions of varying intensity, trying to break through the defense of Ukrainian troops and capture important areas or settlements that affect the stability of the Defense Forces.

The invaders are focusing their main efforts on the Pokrovske direction, where the vast majority of their attack brigades and regiments are concentrated. Fierce fighting continues in the areas of Hlyboke, Chasovyi Yar, Staromayorsk, Robotyno, Krynky, and the islands in the coastal part of the left bank of the Dnipro River.

China has long perceived Ukraine as a «puppet of the West» — expert

Switzerland hosted the Global Peace Summit, which was attended by representatives from over 90 countries. However, China was notably absent. Engaging China in the international dialogue on ending the war and supporting the Ukrainian peace formula is a key task for Ukrainian diplomacy, as China wields significant influence over Russia and the countries of the Global South.

This was stated by Oleksandr Krayev, an expert at the Foreign Policy Council «Ukrainian Prism,» on Hromadske Radio.

«We must understand that China’s position will never be completely pro-Ukrainian and pro-Western. We should not consider a scenario in which China will support us. For us, the ideal scenario is that China will at least perceive the framework of the Ukrainian peace formula or our framework of the negotiation format as the only approach that can be used to peacefully resolve the war unleashed by Russia.

As long as China does not support the Russian option of ending the war and negotiations, its position will be adequate for us. Moreover, China has long perceived Ukraine as a puppet of the West and has said so many times. Therefore, we need to do everything possible to ensure that China continues to talk to us and stay in contact. Then it will be less interested in letting Russia win», — Krayev said.

According to him, China has made it clear that it considers the United States to be the only «full-fledged» player in the international arena, aside from itself. From the perspective of the Chinese geopolitical paradigm, Ukraine is not an independent participant in international relations.

«According to China’s newest paradigm, clearly outlined in the communiqué of the San Francisco meeting, there are only two states in the world with claims to systemicity: the United States and China. They interestingly noted that ‘there is enough space in the world for these two states to develop in parallel and without conflict.’ In other words, China clearly shows that it sees no need for productive relations with anyone other than the United States», — Krayev says.

In his opinion, in such a situation, it is important for Ukrainian diplomats to work on building relations with China not only through direct communications with representatives of the PRC but also in coordination with American partners.

«This is not only a question of our diplomacy with China but also a question of our diplomacy with the United States. How we work together with the Americans to analyze threats, determine when and what steps should be taken, and create a strategy for communication with China», — Krayev explains.

Denmark thinks about how to prevent oil transportation by Russia's «shadow fleet»

Denmark has begun negotiations to stop the transportation of sanctioned Russian oil by a «shadow fleet» of tankers through the Baltic Sea.

This was stated by Danish Foreign Minister Lars Løkke Rasmussen in an interview with Information and Danwatch.

«Denmark has gathered a group of countries to consider further measures against the ‘shadow fleet’. It is important that all new measures can be implemented in practice and are legally sustainable», — Rasmussen said.

He did not specify what exactly the new measures would include but added that he «takes the problem of the «shadow fleet» very seriously».

Outdated oil tankers make up the so-called «shadow fleet» that Russia uses to circumvent sanctions on oil exports, the EP clarifies.

According to the minister, Denmark is engaged in a «confidential dialogue» with other Baltic Sea countries and the EU. The minister also did not disclose which countries will try to curb the «shadow fleet».

As reported, earlier the G7 countries promised further restrictions to combat Russia’s use of the «shadow fleet» to circumvent their sanctions. In addition, British Foreign Secretary David Cameron said that the G7 countries would strengthen sanctions against Russia and continue to fight attempts to circumvent existing restrictions. Cameron, in particular, promised to hunt down tankers used by Russia to illegally export its energy resources.

Launch of this format is a key result — expert on the Peace Summit

On June 15-16, the Global Peace Summit was held in Switzerland. Representatives from over 90 countries attended, including 57 leaders and eight international organizations. A joint communiqué was signed by 80 states and four organizations. Notably, Thailand, India, Mexico, South Africa, Brazil, and the United Arab Emirates did not sign the communiqué. China was also absent from the summit.

The communiqué outlined three main points: the ZNPP should operate under the control of Ukraine and the IAEA; free and safe commercial navigation in the Black and Azov Seas should be ensured; and all prisoners should be exchanged, with all deported Ukrainian children returned. What is the significance of the peace summit, and what further steps should be taken?

Oleksandr Krayev, an expert at the Foreign Policy Council «Ukrainian Prism,» spoke about this on Hromadske Radio:

«The fact that we have launched this format is the key result. The peace formula should be valuable not just for one summit but as a continuously operating format, with working groups actively engaged in their areas and expanding as planned. The absence of China and the refusal of India and key Global South players to sign the communiqué indicates, to put it mildly, that we did not achieve all our goals.»

According to Krayev, implementing the communiqué’s points depends on the signatory countries’ willingness to work on them. To achieve real results and influence Russia, these states must engage with international legal institutions, courts, influence Russia through sanctions, and communicate bilaterally.

«Documents like this communiqué are implemented only to the extent that the signatory states are ready to act. If all the countries that signed the final document are prepared to pressure Russia, demand the liberation of the ZNPP, release prisoners, and return our children, and if they support the Ukrainian army, then we can hope for practical implementation. But generally, a communiqué is an expression of what was discussed and where common ground was found», — the expert explains.

Krayev argues that China’s participation in the summit would represent the majority of the Global South. China could exert pressure on Russia and have a real impact on the Kremlin.

«China’s participation is crucial, unlike many other signatories. Therefore, its absence is a significant setback. We need to work with the Americans to engage China. It is realistic that Russia asked China to refrain from participating.

However, Russia’s ‘peace offer,’ essentially Putin’s ultimatum, contradicts the peace formula China once proposed. This situation shows China’s caution regarding Russia’s requests», — Krayev said.

The next peace summit is expected in the fall. The Swiss foreign minister indicated that it could be held before the US presidential election in November.

According to Kraev, this timing is important because Donald Trump’s positions and statements are becoming more radical and aggressive. He aims to end the Russian-Ukrainian war by any means, which may also affect Israel and Taiwan, the expert believes.

«Therefore, the situation is really threatening. There are increasing calls from Trump’s supporters to take drastic actions if he doesn’t win the election. The US presidential election is potentially one of the most critical events in recent years. Thus, any significant international initiative should be held before the election to avoid the crisis period of the democratic world’s leader.

To ensure success, we must continue our efforts. The most important task now is to involve leading Global South countries, such as Saudi Arabia, India, and, if possible, China. Only then will the second summit have practical value», — the expert says.

The U.S. Treasury confirms the legal basis for the use of proceeds from frozen assets of the Russian Federation

There are no legal contradictions in using the proceeds from Russia’s frozen assets to provide Ukraine with a $50 billion loan.

This was emphasized by US Treasury Secretary Janet Yellen, Voice of America reports.

Yellen rejected Russian dictator Putin’s accusations that using income from Russian state assets in favor of Ukraine is allegedly theft.

«In no sense is it theft. Russian assets remain in this institution. They have been immobilized. The term of the Russian investment has already expired. Russia’s money is in the form of cash, but it accrues income for an institution to which Russia has no rights», — she emphasized.

Almost 200 billion US dollars of immobilized Russian state assets will remain frozen in a Belgian financial institution, and this institution is earning income from them, Yellen reminded.

The European Union has already agreed to transfer to Ukraine the income from the frozen Russian assets, which is estimated to be about three billion US dollars a year.

«There are no legal contradictions here… We are fighting a battle of will with Putin. Putin, I think, believes that our coalition will collapse and we will not be able to provide Ukraine with the resources it needs to fight this war and keep the economy running. This is how we show that we have the ability and the will to do it», — the US Treasury Secretary added.

Last week, the G7 agreed on a plan to provide Ukraine with a $50 billion loan. The loan will be repaid from the proceeds of the seizure of Russian assets. Putin called the plan «theft» and threatened that it «will not go unpunished.»

It's no longer possible to evacuate residents from some villages in Donetsk Region — police officer of the «White Angel» crew

Residents of villages in Donetsk Region located in the combat zone often refuse to be evacuated until the last minute, but after being injured, they still seek help. However, the situation at the front is such that evacuation teams cannot always reach the victims.

A police officer of the White Angel crew, Police Major Gennadiy Yudin, told Hromadske Radio about this.

He confirmed that the Russian occupiers periodically attack evacuation vehicles with drones, along with civilians trying to leave the frontline settlements. There are cases when the occupiers drop ammunition while medical assistance is being provided to civilians.

«Our crew is directly working in the Avdiivka sector. There are also five other crews. These are Kurakhove, Maryinka, Lyman, Krasnohorivka, Velykonovosilkove, and Toretsk directions. Directly in our direction, these are the villages that are on the front line. These are the Ocheretyn community and the Hrodivka community. The biggest evacuation is currently underway from there», — said Gennadiy Yudin.

According to his estimates, the situation in Novoselivka Persha village remains critical, with about 60 people still staying there. The situation in the nearby village of Sokol, where about 12 people are staying, is no less difficult.

«Unfortunately, we cannot go to Sokol anymore. We had requests for evacuation, but we coordinated with the military who are in the area, and just two weeks ago we evacuated people from there; we evacuated five local residents.

It is also extremely difficult to get to Novoselivka I. All the roads are under constant shelling. It’s getting harder and harder to get there», — said the police officer.

He stated that people mostly express a desire to evacuate when they or their loved ones come under fire or are wounded. Before that, most refuse to leave.

Putin only pretends to be interested in peace talks — ISW

Russian dictator Putin is not interested in and is unlikely to be interested in good faith negotiations on peace in Ukraine in the near future.

This is the opinion of analysts at the Institute for the Study of War (ISW).

The vast majority of countries and international organizations that took part in the Global Peace Summit initiated by Ukraine in Switzerland on June 15-16 signed a joint communiqué reaffirming their support for Ukraine’s sovereignty and territorial integrity.

The communiqué also reaffirmed support for Ukraine’s operation and control of the Russian-occupied Zaporizhzhia Nuclear Power Plant (ZNPP) to ensure the safety of nuclear energy and facilities, «free, full, and safe» commercial navigation in the Black Sea to ensure global food security, the exchange of all prisoners of war, and the return of all «deported and illegally displaced Ukrainian children» and other illegally detained Ukrainian civilians.

About 80 countries and international organizations signed the communiqué, although Saudi Arabia, India, South Africa, Armenia, Bahrain, the UAE, and Brazil (which attended the summit as an «observer») were among the countries that did not support the communiqué.

At the summit, Dutch Prime Minister Mark Rutte said that «Russia should not be at the negotiating table now» and that peace in Ukraine will only come «when Russia agrees to international principles and the UN Charter.»

ISW continues to believe that Putin is not interested in negotiating in good faith and only feigns interest in negotiations on occasion as part of a broader information effort to incite the West to make concessions that would violate Ukraine’s sovereignty.

The Kremlin dictator is unlikely to be interested in good faith negotiations in the foreseeable future, given that he recently outlined a theory of Russian victory in Ukraine based on the assumption that Russian troops are capable of an indefinite, time-consuming battlefield creep to withstand Western support for Ukraine.

Shortly before the Peace Summit, Russian dictator Putin said that he was «ready for peace talks,» but that Ukraine must withdraw its troops from all Russian-occupied regions that the Kremlin considers «new Russian territory.» He also demands that Ukraine refuse to join NATO.
