russia has begun using new tactics to justify war crimes in Ukraine

During a Ministry of Defense of the Russian Federation briefing Defense Ministry spokesman Major General Igor Konashenkov said that according to sources, “the SBU has mined a city hospital in Dnepropetrovsk and plans to blow up the building when any Russian plane flies over the city.”

This information was obtained and reported by The Center for Disinformation prevention at the NSDC of Ukraine. 

“The Russians have begun to actively utilize disinformation tactics, informing the media about planned attacks. These reports specifically discuss shelling of civilians and critical infrastructure, acts which are classified as war crimes and are apt to provoke waves of condemnation from the international community. We warm that by using these tactics the enemy is attempting to create an “alibi” for itself and shift the blame of these crimes onto the Ukrainian army. We are asking the residents of Dnipro to be especially vigilant and careful,” says the CPD.
