Okhmatdyt announces tender for emergency repairs in the building damaged by Russian attack

The Okhmatdyt Children’s Hospital has announced a simplified procurement process for emergency works worth UAH 9.51 million. The technical supervision is valued at UAH 132 thousand. These measures aim to protect the building during the winter period.

This information comes from a tender in the Prozorro system and an announcement on the Ministry of Health’s website.

«The works will involve closing the window and door openings that were destroyed during the missile attack on 8 July this year. Additionally, the engineering networks that were damaged need to be sealed. Our goal is to ensure that the building survives this winter while we continue providing medical care», — said Oleksandr Urin, Acting CEO of Okhmatdyt.

These efforts will be funded by the Tabletochki charity foundation.

According to the tender, the priority emergency works to safeguard the hospital building from external factors must be completed by 15 November. The urgent repairs to the damaged structure include:

  • Filling in the blown-out window and door openings caused by the explosion.
  • Erecting temporary structures to protect parts of the building from external factors.
  • Protecting and partially replacing exposed engineering networks. These include heating radiators, which remain vulnerable after the explosion.

The Ministry of Health notes that the first phase of the instrumental survey required for these emergency works has been completed. Based on the results, NDIproektrekonstruktsiya provided Okhmatdyt with technical reports, cost estimates. They also have given a defect report, and a positive expert opinion for the priority emergency works. The expert assessment of the documentation was carried out by the State Enterprise Ukrderzhekspertyza.

Additionally, it was mentioned that Medical Procurement of Ukraine and the Recovery Council supported Okhmatdyt in determining its procurement strategy. Initially, emergency works will be procured to ensure the hospital’s operation during autumn and winter. Later, a separate procurement for the major reconstruction will be announced.

Restoration of Okhmatdyt

On the morning of 8 July 2024, Russian forces launched a massive missile attack on Kyiv. The Okhmatdyt Children’s Hospital in the city center was hit.

On 22 July, the Okhmatdyt – Healthy Childhood Charitable Foundation announced the winner of a tender for urgent repairs to the hospital’s facade and interior. The winner was a relatively unknown Zaporizhzhia-based company, Bud-Technology. It submitted one of the highest bids at UAH 307.45 million (excluding VAT).

In addition, Prozorro published tenders for the technical supervision of construction works worth UAH 5.2 million and for engineering and consulting services worth UAH 9.3 million.

However, on 2 August, Health Minister Viktor Liashko announced that the tender for the reconstruction of Okhmatdyt would be cancelled and redone through Prozorro. The Ministry of Health also stated that related tenders for the hospital’s repair had been cancelled.

On 20 August, the Ministry of Health officially formed a Council for the Restoration of Okhmatdyt, approved by the relevant ministry orders.

On 23 August, Ukrnafta requested the immediate return of a UAH 5 million charitable donation it had transferred to the Okhmatdyt – Healthy Childhood charity fund after the missile attack. This was revealed in a letter made public by the charity’s head, Yevhen Vember.

Vember described the letter as allegedly confirming the foundation’s position that it could not transfer funds to the hospital’s official accounts due to the absence of a «designated purpose» and clear invoices. However, the letter states that Ukrnafta made this decision for several reasons, including:

  • The situation surrounding the hospital.
  • Ongoing criminal proceedings.
  • The suspension of CEO Volodymyr Zhovnir.
  • The fund’s inability to provide guarantees for the targeted use of the aid.

The assessment of the damage to Okhmatdyt was estimated at UAH 3 million. This includes the survey and the preparation of design and estimate documentation for the hospital’s restoration.
