Five buses carrying civilian volunteers came under fire as they tried to evacuate residents from the besieged city.
Verkhovna Rada Commissioner for Human Rights Lyudmila Denisova posted this information on Facebook and Telegram.
In her statement she said that one person was killed and four were seriously injured in the attack. One of the buses managed to escape on punctured tires. The driver was injured and taken to hospital.
«The Russian army is not giving the slightest opportunity to take the civilian population out of the blockaded Chernihiv, instead they are holding tens of thousands of people hostage, without food, water, heat. At the same time, residential neighborhoods are exposed to heavy artillery shelling,” Denisova wrote.
Such actions are considered war crimes and crimes against humanity according to Articles 7 and 8 of the Rome Statute of the International Criminal Court, the ombudswoman added.
«I appeal to the UN Commission to investigate human rights violations during Russia’s military invasion of Ukraine and for this investigation to be led by OSCE to hold Moscow accountable for these war crimes and crimes against humanity and human rights in Ukraine,” Denisova declared.
