I can refute the myth of Russia’s super-strong army, says the Kyiv Region Police Chief.

During the clearing of the territories liberated from the Russian occupiers, the Kyiv Region Police found secret documents of special units of the SOBR, OMON and Rosguardia, including a detailed plan on how to capture Kyiv.

Our guest is Andriy Nebytov, Kyiv Region Police Chief.

Andriy Nebytov: We find a lot of «artifacts». Now these are material evidence that will become the basis for accusing the Russian army of crimes against humanity, unjustified murders, executions of civilians and, in fact, genocide of the Ukrainian people.

At their parades we saw new and modern technology. But as I explored the territory they occupied, I realized that they were using what had been relevant during the days far in the Soviet Union. We researched a variety of subjects. For example, the portfolio they used. There’s a compass, a curvimeter, and pencils. We used to have that in the police. But for over 10 years, we no longer use these portfolios. We have modern devices that have long since replaced all that. And they use it to this day.

We found ZZK – an all-military protective kit. I saw this in 1986-87 at school. The bag in which we found it is from some 50 years ago, it would seem. Satellite phones wrapped in insulating tape. We were surprised that the Russian occupiers took away the phones of the locals. And now it is not surprising. They don’t have phones like those they stole. I deliberately watched movies from the late ’80s where the US military used satellite phones. So these phones are even older, it would seem.

  • This suggests that there was no modernization in equipping the Russian army.

The plan to capture Kyiv

Andriy Nebytov: Before their attack, the units fully documented themselves. We have a digital registry of our soldiers, while they still  use paper files. Why they recorded all the information about themselves and their relatives – I do not understand. And why did you take it all with you?

  • We are joking that it is like when you go to the crime scene and find the bandit’s passport there.

So here. The Russian occupiers came to commit crimes and brought with them all the information about themselves. This is a useful discovery for us. It is an opportunity to bring them to justice.

  • The Russian occupiers probably thought that the Armed Forces would not resist. And we gave it to them — they were shocked. Their losses are very serious. Both in terms of technology and manpower.
